FCC Finalizes New E Rate Bidding Portal

Last week, the FCC adopted a new, centralized bidding portal that will change how districts manage the E Rate application process, beginning in Program Year 2028 (July 1, 2027). ܲAVƵtook significant steps to engage with the FCC and push back on specific elements of the proposal, detailed in this blog post. While the portal, as adopted, reflects some of the changes we asked for, it still represents a redundant element of the application process that will only increase administrative burden for E-Rate applicants.
So, what’s changing? All vendor bids responding to Form 470 must now be submitted through a USAC-managed portal within EPIC. Districts must upload bid evaluations, vendor selections, and contracts. Most bidding-related communications must occur through—or be documented in—the portal.
ܲAVƵurged the FCC to delay implementation, minimize administrative burden, and provide a grace period to protect districts from funding loss due to early mistakes. Due to the group advocacy, the proposal now includes required training and stakeholder feedback during rollout; greater flexibility in communications than originally proposed; and acknowledgment by the FC of a “learning curve,” especially for small and rural districts. We did not see any concessions around a delay in implementation, a formal grace period, or recognition of the increased compliance burden for applicants
Moving forward districts should expect more documentation and new workflow requirements, increased training and time to adapt for staff, and possibility of heightened compliance risk.
This portal represents a significant procedural change to E Rate. While improvements were made, program beneficiaries (schools and libraries) should start preparing now to ensure compliance and avoid disruptions to funding. ܲAVƵwill continue to monitor and report on roll out of this portal.
