HHS Issues Proposed Rule to Rescind Head Start Wage Requirements

The Department of Health and Human Services (HHS) has issued a to eliminate requirements for increased wages and benefits for Head Start staff. These requirements were established in a 2024 regulation under the Biden Administration but did not go into effect until 2028 or later.
Specifically, the rule removes these two sections from the Head Start performance standards:
- Requirement that programs develop or update a pay scale for all staff; provide education staff with wages comparable to public preschool teachers; provide all staff a salary sufficient to cover basic costs of living; and promote wage comparability across Head Start Preschool and Early Head Start.
- Requirement that programs provide full-time staff with health care coverage, paid leave, and behavioral health services; facilitate access to health care coverage for part-time staff; and facilitate access to child care subsidies and student loan forgiveness for eligible staff. This section also requires programs to reassess their benefits package every five years and describe exemptions.
There is some speculation that HHS will issue another proposed rule soon to rescind the other aspects and requirements of the 2024 rule, but until then, they are still in effect. Read our summary of that rule here.
