Quintin Shepherd

Superintendent, Pflugerville ISD (Texas)

With nearly three decades of service in public education, Dr. Quintin Shepherd brings deep experience, a wide-angle perspective, and an unwavering belief in the promise of public schools to Pflugerville ISD. He previously served as Superintendent of Victoria ISD beginning in July 2018, with prior superintendent experience in Iowa and Illinois.

Before his twenty years as a superintendent, Dr. Shepherd served as a high school principal, elementary principal, and PreK through grade 12 music teacher. This professional journey continues to shape his leadership with equal parts empathy, credibility, and vision. He holds a Doctor of Philosophy in educational administration and foundations from Illinois State University.

Dr. Shepherd represents Texas on the Governing Board of the National Superintendent’s Association and is widely regarded as a thought leader in public education governance, leadership development, and systems change. He is a prolific writer and speaker, author of two books with a third forthcoming, focused on compassionate leadership, board governance, and the evolving human demands of leadership in a technological age.

Often describing himself as a systems thinker with a poet’s heart, Dr. Shepherd believes that better humans make better leaders... and that public education remains one of our nation’s most sacred and consequential trusts.
